Some of the basic principles and techniques of 2D animation are:

Proficiency in creative and technical processes. You need to be both artistic as well as fluent in computers.
Aptitude in storyboarding, animation, layout, background and character design.
Knowledge in art basics. You'll need to learn drawing fundamentals and color principles.
Expertise in 2D and 3D illustration and technical design even before you have digital media training.
Competence in motion capture and texture mapping.
Concentration on digital medium as a whole as opposed to one specific software package. You shouldn't limit yourself to one particular program that could be out of date in a year's time.
Mastery of interpersonal skills to communicate with clients and co-workers.

In order to communicate feelings through your storytelling, you'll need to use a few skills other than what's offered with the latest 2D animation technologies. You'll need to be creative, detail-oriented, imaginative, and able to meet tight deadlines.

2D animation is best learned in an academic environment. You can learn the software packages at home, however, you will be missing out on how best to use the tools you've learned. With the right tools and education, you can have a successful career in 2D animation.
